In Brazil, NSA Agent Augustus Gibbons tries and fails to recruit footballer Neymar for the Triple-X (XXX) program. A satellite crash, which appears to kill both Gibbons and Neymar, soon follows. Former xXx operative Xander Cage, living in exile in the Dominican Republic, is recruited by CIA Agent Jane Marke to retrieve a powerful device called “Pandora’s Box,” which can control satellites as weapons.

Xander assembles a team and tracks the device to the Philippines, where he meets Xiang, a former xXx agent who claims to have stolen Pandora’s Box to prevent its misuse. However, Serena, another xXx agent, betrays Xiang, destroys the prototype device, and joins Xander’s team. Xiang escapes and regroups with his team.

After another satellite crash in Moscow, Xander discovers that the real Pandora’s Box is in the hands of CIA Director Anderson. The teams race to Detroit to confront Anderson, where Xander learns Anderson orchestrated Gibbons’ death. Marke, who has her own agenda, shoots Xander, frames Xiang, and plans to use the device for herself. Xander survives, teams up with Xiang, and fights back against Marke and Donovan.

Xander and Xiang manage to defeat Marke and Donovan, with Xiang parachuting away with the device. Xander destroys Pandora’s Box to prevent further misuse. After the battle, Xander is approached by Gibbons, who faked his death and is reactivating the XXX Program with Neymar as a new recruit. Xander decides to continue in service, and he and Serena share a kiss as they join Gibbons at the program’s revival.
