Andre Davis (played by Chadwick Boseman) is an NYPD detective known for his relentless pursuit of justice, particularly against criminals who harm fellow police officers. His reputation is marked by his history of using lethal force in the line of duty, which makes him both respected and controversial among his colleagues. Andre’s commitment to his job stems from a personal place, as his father, also a police officer, was killed in the line of duty when Andre was a child.
The film begins with a heist gone wrong in Manhattan. Michael Trujillo (played by Stephan James) and Ray Jackson (played by Taylor Kitsch), two small-time criminals, are hired to steal a stash of cocaine from a restaurant’s back room. However, they discover far more drugs than expected, suggesting that they have walked into something much larger than they realized. During the heist, several police officers unexpectedly arrive on the scene, and a violent shootout ensues, leaving eight officers dead.

The killing of the officers prompts a massive manhunt led by Andre Davis, who is given the task of catching the fugitives before they escape the city. Recognizing the urgency and gravity of the situation, Andre makes the bold decision to “shut down” Manhattan by closing all 21 bridges that connect the island to the surrounding areas, as well as all tunnels and public transit, effectively sealing off the island until dawn.
Andre is paired with Frankie Burns (played by Sienna Miller), a narcotics detective who has connections to the case. As they work together, they track the fugitives across the city, trying to piece together why the heist went wrong and who is behind the entire operation. Meanwhile, Michael and Ray are on the run, desperate to find a way out of Manhattan while realizing that they are being hunted not just by the police, but also by people who want to silence them.
As the story progresses, Andre begins to uncover clues that suggest there is more to the case than just a botched heist. He discovers that there are corrupt officers involved, and that the stash of cocaine was part of a larger operation connected to high-ranking members of the NYPD. Captain McKenna (played by J.K. Simmons), who initially appears as a supportive superior, is eventually revealed to be deeply involved in the cover-up, protecting those who profit from the illegal drug trade.
